He said during his first stay in office, President Lungu had shown the willingness not only to develop Zambia but to unite it as well.
“On behalf of the organisation, I would like to congratulate our beloved President Edgar Chagwa Lungu on his victory once more,” he said.
He also praised opposition political parties that took part in the election for conceding defeat.
And Mr Mutoya praised Zambians for conducting themselves in a peaceful manner during election period.
“Despite pockets of violence in some parts of the country, generally the elections were peaceful, and for that we congratulate the people of Zambia,” he said.
Meanwhile, Mr Mutoya praised President Lungu over his plans to create the ministry of religious affairs.
He said his decision had come at the right time when there was need to have a Government department that would promote love, peace and unity.
