ROAN Member of Parliament Chishimba Kambwili on Wednesday caused a stir in Parliament when he referred to opposition UPND Monze Central Member of Parliament Jack Mwiimbu as failure in his law profession while the House was in session through his running commentaries.
But immediately Mr Kambwili was heard passing the offending comment Mr Mwiimbu became incensed and was prompted to respond to Kambwili through a point of order.
“Point of Order!,” Mwiimbu yelled.
“Mr Speaker, I know that at Coppertone University there is no degree in law… is Honourable Kambwili in order to insult my profession,” Mr Mwiimbu said.
But in his ruling Dr Matibini said Mr Kambwili was certainly out of order for referring Mr Mwiimbu as a failure in his profession.
“Certainly, he is not in order,” Dr Matibini said.
This happened after Mr Mwiimbu questioned Local Government and Housing Minister Steven Kampyongo’s authority to suspend the three city councils.
Mr Mwiimbu who was making a follow-up question on Mr Kampyongo’s ministerial statement opposed that he (Kampyongo) had no powers under the new Constitution to interfere in the operations of the local councils.
He said supervision of local authority in the new constitution article 152 stated that government and provincial administrations shall not interfere with the local government operations.
“You have no powers to interfere in the affairs of the local councils because the new law has no such a provision,” Mr Mwiimbu said.
But in his response, Mr Kampyongo said he did not break any law when he decided to suspended three city councils on corruption grounds.
Mr Kampyongo said as far as he was concerned there was no law which stopped him from suspending the councils for illegal land allocation.
