ALL boards and trusts under the Ministry of Agriculture have been dissolved with immediate effect, Minister of Agriculture Given Lubinda announced yesterday.
The dissolved boards are for the Food Reserve Agency (FRA), Nitrogen Chemicals of Zambia (NCZ), Tobacco Board of Zambia (TBZ), Cotton Board of Zambia (CBZ), Zambia Coffee Board (ZCB) and Dairy Development Board (DOB).
The trusts include the In-Service Training Trust, Golden Valley Agriculture Research Trust, Livestock Development Trust, and Cotton Development Trust.
Mr Lubinda said all functions that were being handled by the boards and trusts would from now until further notice be handled by the permanent secretaries in the Ministry of Agriculture.
He said he would in the coming weeks make consultations to reconstitute the boards and trusts.
Mr Lubinda said Cabinet had the final authority on approving the members of boards and trusts.
“I will take this matter to Cabinet, and I have for both the boards and trusts tasked the permanent secretaries to submit possible names of candidates for my consideration in line with the relevant legislation,” he said.
Mr Lubinda said he was aware that both the boards and trusts were faced with several challenges such as inadequate financial resources, lack of capitalization and poor staffing.
He explained that the trusts were created to carry out specific tasks that were previously carried out by ministry departments, and were separate legal entities, operating under Trust Deeds and held assets on behalf of Government, while the boards raised their own revenues as well as received grants from Government.
Mr Lubinda reiterated that for most of the boards, the membership tenure had either expired or in others, there was no board at all, and that some of the members of the boards and trusts have overstayed, a scenario which was against good corporate governance.
