‘Mbulakulima has no powers to suspend party members’

 

Movement for Multiparty Democracy (MMD) acting national secretary Mwansa Mbulakulima has no powers to take any action against any party member because he has not been ratified by the national executive committee (NEC), Lunte Member of Parliament (MP) Felix Mutati has charged.

Mr Mutati said it was against the constitution of the MMD for Mr Mbulakulima to suspend any leader in the party because he was appointed only to act for administrative convenience by the party president Nevers Mumba.

Mr Mutati said Mr Mbulakulima was not the substantive national secretary of the MMD and until he was ratified by NEC, all his decisions and actions would be rendered invalid.

He told the Daily Nation that Mr Mbulakulima’s purported suspension of some NEC members who were supporting presidential candidates of their choice other than Dr Mumba was null and void.

“Mr Mbulakulima was appointed to act as national secretary for administrative purposes only and has no powers to take any action against party members. Mr Mbulakulima is supposed to be ratified by the national executive committee before he can start exercising his powers. NEC has not yet convened to ratify Mr Mbulakulima and until that has happened, my suspension is null and void,” Mr Mutati said.

And MMD national chairman Kabinga Pande said Mr Mbulakulima was the treasurer of the party and had no authority to take action against party members.

Mr Pande said Mr Mbulakulima was not the national secretary of the MMD and should therefore desist from taking illegal actions such as suspending members of the party. He said it was unfortunate that Mr Mbulakulima and MMD president Nevers Mumba were using threats to run the party, adding that intimidating members was only going to make the party unwanted.

“ I have not received any suspension letter from him and in fact he is a treasurer and that makes his action to suspend me null and void. Mr Mbulakulima has no authority to suspend anyone in the party and let him know that his action is null and void. They should not be using threats to run the party because that is lack of leadership,” Mr Pande said.

Mr Mbulakulima has announced the suspension of Mr Mutati, national chairman Mr Pande, Senga Hill Member of Parliament Kapembwa Simbao, Kenneth Chipungu of Rufunsa, Annie Chungu of Lufwanyama and Dr Situmbeko Musokotwane of Liuwa.
