VAT refunds to mines not about Chikwanda – Prof Saasa

AN economist, Olive Saasa has described as inappropriate attacks by some individuals against Finance Minister Alexander Chikwanda over the Value Added Tax (VAT) General Administration Rule 18 stating that government operates the principle of cooperate responsibility.

Professor Saasa has said it was unfair to single out an individual from a government collective decision and begin attacking the individual.

Prof Saasa said Mr Chikwanda was being tried and convicted by the media before he was given an opportunity to be heard by those who were accusing him of wrong doing.

Prof Saasa’s comments come in the wake of a barrage of attacks against Mr Chikwanda who some people are demanding that he should resign over the administration of VAT Rule 18.

He said the VAT Rule 18 was a national issue and it was erroneous for anyone to isolate the Minister of Finance and subject him to media trial instead of looking at the economic issues surrounding the law.

“I feel it is inappropriate to attack Mr Chikwanda on a matter that is national.

Government operates on the principle of corporate responsibility and singling out an individual on a decision that was collective is not fair. Mr Chikwanda is being tried in the press which is not correct,” Prof Saasa

AN ACCUMULATED VAT REFUNDS IF NOT ATTENDED ARE BOUND TO MAKE MINES TO HOLD THE GOVERNMENT AT RANSOM IN ONE WAY OR THE OTHER.FOR INSTANCE. THE NON PAYMENT OF VAT REFUNDS IS MORE THE SAME THING HAPPENING IN KCM PLC. WHERE KCM FAILS TO PAY CONTRACTORS INVOICED PAYMENTS ON MONTHLY BASIS. NO WHEN THE DEBTS ACCRUES KCM PLC FEELS LIKE THE CONTRACTORS CLAIMS ARE MISPLACED FOGERTING THAT THE DEBT IS SELF INFLICTED. SO THE SAME $600 MILLION ACCRUED VAT REFUNDS IS SELF INFLICTED ON THE ZAMBIAN GOVERNMENT BECAUSE IF EACH MONTH THE ACCRUED VAT REFUNDS ARE BEING TERMINATED WE COULD HAVE NOT REACHED TO THIS FIGURE OF $600 MILLION . IN FUTURE ITS A TIME WE STARTED STREAMING LINING POLICIES IMPLEMENTATION IN A PROACTIVE WAY NOT REACTIVE WAY.SO ON THIS POINT HON. AM BEHIND YOU 100% . RECOMMEND TO SEND BACK THOSE CRITISING YOU TO SCHOOL SO THAT THEY CAN GO AND LEARN SIMPLE ECONOMICS AND COMMERCE. PF HAVE FAILED TO DELIVER TO THE EXPECTATIONS OF ZAMBIANS BECAUSE THERE IS TOO MUCH CADRES IN THE SYSTEMS.WHY CANT BE PF GOVERNMENT EVEN TAKE A LEAF FROM BOTSWANA OUR NEIGHBOURS TO SEE HOW PRUDENTLY THEY HAVE MANAGED INCOMES FROM MINERALS. SO BEFORE ITS TOO LATE THE PRESIDENT MICHEAL SATA SHOULD REPLACE EVEN THE VICE PRESIDENT BEFORE ITS TOO LATE. HE HAS FAILED TO ADD VALUE AS WELL BECAUSE HE SHOULD HAVE BEEN THE FIRST PERSON TO SUPPORT THE NEW CONSTITUTION MAKING PROCESS BUT HE HAS BEEN CARRIED BY THE WIND.
