ACC harassing me-Mulusa

Former Solwezi Central member of Parliament, Lucky Mulusa has accused the Anti-Corruption Commission (ACC) of harassment, breach of his peace and attempts to tarnish his image.

Mr Mulusa has since threatened to lodge a complaint with the Human Rights Commission against the ACC.

He said it was strange that the ACC had taken over three years to investigate a case against him without concluding it.

Mr Mulusa explained that the ACC started investigating him in 2012 over motor cycle ambulances obtained from SARO Agro Industries which was the sole local suppliers of the motor cycles.

He said the motor cycles were advertised at Parliament buildings by the company and four of them were procured for Solwezi Central Constituency at a 10 per cent discount which was cheaper than what other MPs paid for the same motor cycles.

“Despite having negotiated the cheapest rate and the discount being paid directly to the Council, the ACC instead decided to conduct a three year long investigation that blocked the use of the same ambulances by the communities,” Mr Mulusa said.

He said it was important that the Human Rights Commission investigated whether there was really a case worth investigating for three years when the supplier was in Lusaka and all the committee members and other council officials involved in the Constituency Development Fund procurement processes were still alive.

Mr Mulusa said expectant mothers in Solwezi constituency were facing serious challenges of health facilities including ambulances.

He said some of the expectant women were losing their lives whenever there were birth complications as there was no transport to take them to the nearest health centre.

“When people need an ambulance, they have to walk or cycle for tens of kilometers to a spot where cell phone reception is available and then call for an ambulance which more often than not never turns up due to other logistical challenges such as lack of fuel,” Mr Mulusa said.

He suspected that some individuals were using the investigative wings to frustrate his works in the constituency.

“I want to lodge a complaint with the Human Rights Commission against the Anti-Corruption Commission (ACC) for political harassment, breach of his peace and attempts to tarnish his image because the issue is bordering on abuse of human rights,” he said.
